This year is a transition year. We are emerging from the exact conjunct of Uranus and Neptune in 1993 Uranus and Neptune have been within eight degrees of each other, and hence, conjunct since 1989. The conjunct will remain in orb (8 degrees) until 1997. For reference purposes, the Uranus-Pluto conjunct started in 1963, peaked in 1965, and completed in 1969. Much of what we think of as the 60s didnšt happen until a few years after the exact conjunction.
What tends to happen is that the at the time of the exact conjunct everything is in such a state of flux that nobody can actually build something, they can only initiate. The new forms that will come out of the outer-planet conjunction donšt start to crystallize until the conjunct has passed its peak.
Besides Jupiter entering Capricorn, all the transitions this year are to more dynamic, more open signs. The rigid conservatism of all three outer planets being in Scorpio and Capricorn (water and earth) will give way to a lighter, freer world as Pluto is now in Sagittarius (a fire sign) and Uranus enters Aquarius (an air sign). Saturn entering Aries (also a fire sign) makes for more anger but also more of a driving sense of what is right and little patience with anything that isn't blatantly correct. Even Jupiter in Capricorn, with its dark humor, opens up previously closed areas.
Going from Pluto to Jupiter, from the deepest to the most superficial, the new reality is one of adventure. Where Pluto in Scorpio can become cynical, and hence not act ("it's all screwed up, it will never change"), Pluto in Sagittarius is more enthusiastic and rides on a current of positive affirmation. However, Sagittarius can be sarcasm (the humor which comes from following possibilities through to their logical and overblown ends). Pluto in Scorpio times tend to be dark times of humorless people predicting doom and gloom. Pluto in Sagittarius is much more upbeat.
Neptune remains in Capricorn as where it has been for the last 12 years. However, the conjunct with Uranus is completing (it is already weaker with Uranus entering Aquarius making the conjunct cross a cusp). This makes Uranus clearer, and hence people's vision will become clearer and sharper without Neptune clouding it.
Further, Uranus in Aquarius is infinitely more freeing, more fun then Uranus in Capricorn. The avant-garde, the free thinkers, the rebels, will now focus on scientific freedom, on humanitarian concerns, on being creatively offbeat. In Capricorn, the focus was on the rebelling against established large authority such as the government. This put most of the power into large institutions. People were focused on city hall, and with Pluto in Scorpio were convinced they couldn't do anything.
Saturn entering Aries will bring back the sense of outrage with the establishment, the need for women's rights, and a sense that something has to be done to break with the past. Together with the Pluto and Uranus changes, this will kick off a 2-1/2 year period of change and liberalization.
Finally, Jupiter entering Capricorn will pry open the conservative agenda and allow people to see what is happening behind closed doors. The dark humor of Jupiter in Capricorn will allow people to get a humorous look at otherwise serious matters.
All in all, this should be a wide open year of increasing liberalism and openness.
What follows are description of the aspects which will affect us in 1996 from a historical perspective. This historical perspective will give you some insight into the range of possibilities which these outer planet movements encompass in their movements. We will start with Jupiter and work our way out the zodiac through Saturn, Uranus, Neptune, and Pluto.
