Saturn in Cancer is in its detriment, which means it rules the opposite sign - it works against itself in this sign. Saturn is a cool, "hard" planet of endurance. It rules the past, limits, seriousness, control, and accomplishment. In familial Cancer, Saturn comes across as a hard-hearted autocrat or limited older person. Conversely, Saturn restricts or limits Cancer. Saturn often has a "paranoia" and distruct of others which increases with age.
Cancer is a sign of caring, dependency, motherhood, nourishment, and children. It rules the womb, the home, and the family which emotionally contain people. The breasts, which nourish the child, is also under this sign. Cancers are sensitive and caring. Male Cancers can be more crusty - the people of this sign have "character" and are often real characters.
Cancer rules personal endings, where things come to rest. Saturn makes these endings much heavier, more long term.
It rules those who are dependent as children and those dependent as seniors. Saturn is like Scrooge in Cancer - "you must be hard and tough, you can't have others dependent on you, caring is for weaklings".
